Three contractors walk through the same house in the same week and hand you three numbers that are nowhere close to each other. The only way to get to the bottom of the issue is to make every quote describe the same scope of work.


What a Complete Quote Lists

Ask for each of these as its own line item. A quote that gives you one number and a brand name cannot be compared to anything.

  • Outdoor unit and indoor coil or air handler, by model number, confirmed as a matched pair

  • Which refrigerant the equipment uses, and whether it is a current-production system

  • Installation labor, including removal and disposal of the old equipment

  • Permit and county or municipal inspection fees

  • Thermostat, and whether the existing one is being reused

  • Refrigerant line set: reused, flushed or replaced

  • Electrical disconnect, whip, and any circuit or breaker change

  • Duct modifications, plenum transitions and sealing

  • Condensate drain, pan and float switch

  • Startup, airflow measurement and a static pressure reading at commissioning

  • Manufacturer parts warranty term, and who registers it

  • Labor and workmanship warranty term

The refrigerant line is newer than the rest and it matters in 2026. Residential systems manufactured since January 2025 use lower-global-warming refrigerants such as R-454B and R-32 rather than R-410A, so ask which one you are being quoted and whether the installer is set up to service it.


Why Two Estimates Can Differ So Much

Four things account for nearly all of the gap. None of them is the badge on the condenser. 

Scope

One quote replaces the line set and reworks the plenum. The other reuses both and leaves the transitions as they are.

Those are different jobs with different labor hours, and the cheaper one is not a discount on the same work.

Sizing Method

A quote built from a Manual J load calculation and a quote built from the tonnage stamped on your old unit will land in different places.

The second one inherits whatever sizing mistake was made the last time the system was replaced, which in a lot of metro Atlanta houses means an oversized system that never runs long enough to pull humidity out of the air. 

What Is Being Deferred

Duct sealing, a failing drain line, an undersized return, a missing float switch. Leaving those out of a quote makes it look cheaper and makes the finished system perform worse.

The work does not disappear. It gets rediscovered on install day, or it quietly caps what the new equipment can deliver for the next fifteen years.

Efficiency Tier

A higher SEER2 outdoor unit only delivers its rating when it is matched, correctly sized and properly commissioned. Comparing two efficiency tiers across two different install scopes tells you nothing useful about either.

Fees That Show Up After the Fact

These are the line items that turn a quoted number into a larger invoice, and every one of them is a question you can ask in advance. 

Permits billed separately. Ask whether the permit and the inspection are inside the quoted number or added later.

Haul-away. Removal and disposal of the old condenser, coil and any refrigerant recovery should be in the quote, not a surprise.

Discoveries once the old unit is out. Some are genuinely unforeseeable. Ask how change orders are handled and whether you approve them in writing before work continues.

The thermostat. A smart thermostat sold as an add-on after the contract is signed is a common gap. Confirm which one is included and whether it is being reused.

Electrical work. A new system sometimes needs a different breaker or disconnect. Ask whether that is priced or excluded.

Membership enrollment. Some quotes bundle a maintenance plan that auto-renews. Ask whether it is optional and what happens at renewal.

On incentives, be careful with anything you read from before this year. The federal 25C energy efficient home improvement credit terminated for property placed in service after December 31, 2025, so it is no longer available on a 2026 installation. Utility and manufacturer programs are where the real money is now, and those change often enough that they should be confirmed at the time you buy rather than assumed.


Flat Rate or Hourly, and Why It Changes the Quote

Replacement work is almost always quoted as a flat project price, so this matters more for the repair decision that sits alongside it.

A flat rate is priced from a book: the job costs what the job costs, regardless of whether the technician is fast or slow that day. You know the number before work starts, and a difficult attic does not become your problem.

Hourly billing can be cheaper on a simple job and open-ended on a complicated one, and it usually adds parts and a trip charge on top. Neither model is dishonest. The thing to establish is which one you are being quoted under, and whether the diagnostic fee is separate, included, or credited toward the approved repair.


Repair or Replace

The rule most technicians use is arithmetic you can do with the quote in your hand. Multiply the age of the system in years by the cost of the proposed repair, and if that figure exceeds what replacing the system would cost, replace it. 

Three things modify that in metro Atlanta. 

A system still running R-22 is on borrowed time regardless of the math, because production and import of that refrigerant ended in 2020 and the remaining supply is reclaimed.

A failed compressor or evaporator coil on a system past its parts warranty is usually a replacement decision rather than a repair decision, because the labor to open the system is most of the job either way.

Sizing, and Why a Rule of Thumb Is Not One

The square-foot rule of thumb is real in the sense that people use it constantly, and unreliable in the sense that it ignores almost everything that actually sets the load.

Insulation level, window area and orientation, ceiling height, air sealing, duct leakage and how much of the house sits under a Georgia attic all move the number substantially. Two 2,200 square foot houses on the same street can need different equipment.

A Manual J load calculation is what replaces the guess. It is room by room, it accounts for the envelope you actually have, and it is the difference between a system that dehumidifies and one that makes the house cold and clammy.

Ask for the load calculation. A contractor who has done one will show it to you.


Questions to Ask Before You Sign

Take this list to every estimate. The answers are what make three quotes comparable.

  1. Is this quote based on a Manual J load calculation or on the size of the old unit?

  2. Is the equipment a matched pair, and can I see both model numbers?

  3. Which refrigerant does it use, and do you stock and service it?

  4. Is the line set being replaced, flushed or reused, and why?

  5. Are the permit and the inspection included in this number?

  6. Is removal and disposal of the old system included?

  7. Who registers the manufacturer warranty, and by when?

  8. What is the labor and workmanship warranty term, in writing?

  9. What happens if the install uncovers a duct or electrical problem?

  10. Will you measure static pressure and airflow at commissioning and give me the readings?

That last one separates installers more reliably than anything else on the list. A crew that measures at startup is a crew that intends to hit the rating on the label.

My AC tune up price seemed cheap. Is it just a sales visit?

A low tune-up price is a real business model, and the honest test is what the technician leaves behind. If you get a checklist with no numbers on it, you did not get a tune-up.

Is 16 SEER worth the extra cost over 14 in a humid climate?
